PURPOSE: A wanted and missing people tracking apparatus and a method thereof are provided to recognize the face of a nearby pedestrian by converting an automotive black box into an ambush mode, thereby transmitting recognition data to government offices. CONSTITUTION: A communication unit (20) receives information about recognition targets while driving by communicating with road facilities which are connected to a government office server. The communication unit transmits recognition data to the government office server by communicating with the road facilities. An image input unit (10) obtains an image using a camera installed in a vehicle while parking. An image recognition unit (40) recognizes a moving object from the image obtained by the image input unit. The image recognition unit detects and recognizes the face of the moving object. A control unit (30) controls the storage of the recognition target information. The control unit determines whether the recognition target exists or not by comparing the result recognized by the image recognition unit and the recognition target information.
