PROBLEM TO BE SOLVED: To provide an image processing apparatus, a character recognition method and a computer program for quickly performing character recognition while securing the accuracy of character recognition.SOLUTION: An information processing apparatus 20 includes: a histogram generation unit 203 for generating a histogram on the basis of a pixel value of each pixel in an input image; a component determination unit 204 for determining whether or not a character component is included in the input image and whether or not a non-character component is included in the input image on the basis of the histogram; a binarization unit 205 for, when the character component and the non-character component are both included in the input image, generating a binary image by first processing of binarizing the input image on the basis of the edge strength of each pixel, and for, when the character component is included in the input image, and the non-character component is not included in the input image, generating the binary image by second processing of binarizing the input image on the basis of a luminance value of each pixel; and a character recognition unit 206 for performing character recognition to the binary image. |
