PROBLEM TO BE SOLVED: To provide a radio base station device, a communication control method and a communication control program, capable of improving packet transmission efficiency by appropriately executing data forwarding.SOLUTION: A radio base station device 101 includes: a transfer control unit 15 for performing transfer operation to transfer a target packet, which is a packet destined to a radio terminal device and received from an upper-level network, to another radio base station device, when handover operation of the radio terminal device from the own radio base station device to the other radio base station device is executed; and a delay information acquisition unit 21 for acquiring delay information by which a transmission delay time of the target packet in the upper-level network can be evaluated. Based on the delay information acquired by the delay information acquisition unit 21, the transmission control unit 15 determines whether or not the transfer operation of the target packet is to be executed. |
