PROBLEM TO BE SOLVED: To provide an information transmission system for safely transmitting information in the case of data having no redundancy.SOLUTION: In an information transmission system for transmitting information by using a radio wave from a ground communication device disposed on the ground to a train communication device arranged in a train, the ground communication device includes: a redundant information acquisition part 123a for acquiring video information; an embedding part 123d for embedding secret information in the video information; and a transmission part 224 for transmitting the video information in which the secrete information is embedded to the train communication device, and the train communication device includes: a reception part 221 for receiving the video information transmitted from the ground communication device; an extraction part 223b for extracting the secrete information from the received video information: and an access control part 223d for determining the possibility/impossibility of access to the secrete information.
