PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of reducing glossiness of a toner image while ensuring fixing strength.SOLUTION: An image forming apparatus 100 forming an image on a recording medium 10 comprises: fixing means 17 for applying heat and pressure to a toner image 10T formed on the recording medium 10 to fix the toner image 10T on the recording medium 10; and glossiness control means 20 for charging the surface of the toner image 10T fixed on the recording medium 10 and applying heat to the toner image 10T so that toner included in the toner image 10T reaches the softening point or higher to reduce glossiness of the surface of the toner image 10T.
