PURPOSE: A towing device having a braking function is provided to perform a braking function with the minimum costs and to miniaturize a driving force generation device or components required for braking. CONSTITUTION: A towing device having a braking function comprises a drive unit, a tension unit, and a towing and connecting vehicle (20). The drive unit supplies driving force to the towing and connecting vehicle by rotating a towing wire. The tension unit controls tension to uniformly maintain the tension of the towing wire. One end of the towing and connecting vehicle has a connector connected to a train vehicle, and the other end is connected to the towing wire to tow the train vehicle.
