PROBLEM TO BE SOLVED: To provide a device and a method for sufficiently controlling a rotating speed of a steam turbine generator when starting.SOLUTION: A valve arrangement 16 performs first and second control valves 18 and 20 for regulating a volume flow rate of steam supplied to a steam turbine, and a stop valve 22 arranged upstream of the first and second control valves 18 and 20 in a steam supply pipe 24. The first steam control valve 18 is arranged so as to regulate the volume flow rate of the steam supplied to the steam turbine until the steam turbine and a generator reach a predetermined rotational speed capable of connecting the steam turbine and the generator to an electric power grid during a speed-control phase, and the second steam control valve 20 is arranged so as to regulate the volume flow rate of the steam supplied to the steam turbine during a load-control phase after the speed-control phase when the steam turbine and the generator are connected to the electric power grid by reaching the predetermined rotational speed. |
