PROBLEM TO BE SOLVED: To improve dry performance without decreasing wet performance.SOLUTION: A method of manufacturing a membrane electrode assembly which is used for a fuel cell includes the steps of: forming a catalyst layer on an electrolyte membrane by using a catalyst ink formed by mixing a hydrophobic catalyst carrying carbon and an electrolyte resin; and applying hydrophilic treatment using an acidic solution or an oxidizing agent to the electrolyte membrane on which the catalyst layer is formed. Most of the periphery of the hydrophobic catalyst carrying carbon can be covered with the electrolyte resin by applying the hydrophilic treatment. As a result, the blockage of the permeation of reaction gases (oxygen and hydrogen) due to a puddle at a hydrophilized part of the catalyst carrying carbon can be restrained and the dry performance can be improved without decreasing the wet performance over the whole ranges of a high load and a low load. |
