PROBLEM TO BE SOLVED: To provide a planning device and a planning method that can reduce influences of power reduction demands on the amenity and convenience that a consumer has.SOLUTION: A planning device includes a first calculation portion which calculates allocations to a plurality of time zones each classified into one of a plurality of categories for a consumer, a storage portion which stores a first consumer's demand for how much categories related to the allocations deviate, and a second calculation portion which calculates a first evaluated value for evaluating dissociation between how much the categories related to the allocations calculated by the first calculation portion and the first demand. The first calculation portion calculates the allocations in a direction in which the first evaluated value is optimized. |
