PROBLEM TO BE SOLVED: To treat organic substance containing chlorine such as garbage and animal dung while suppressing production of offensive smells and dioxins, and to effectively utilize incineration ashes as compost and soil improving material such as an aggregation promoter for soil.SOLUTION: In a system which treats organic substance containing chlorine, the organic substance is put in the container 7 of a drying device 2, and while warm air is introduced into the container 7 from an intake pipe 13, air in the container 7 is discharged from an outlet pipe 14 to dry the organic substance to the moisture content of 20 wt.% or lower. The air from the outlet pipe 14 is returned to a high-temperature combustion part 26 of 800°C or higher of an incinerator 4. Further, a heat transfer pipe 32 is provided in a heat exchanger 31 adjoining the high-temperature combustion part 26, and air introduced into the heat transfer pipe 32 through outside air is heated to warm air, which is guided to the intake pipe 13 of the drying device 2. |
