The device has a releasable locking unit including a locking configuration in which a voltage pin (22) is opposed to movement of a stopper from its position on an end, and a release configuration in which the pin is moved relative to the stopper between a tended position and a slackened position. The pin is located entirely on a side of the stopper, and a support wire (20) passes through a passage opening in the tended position. A blocking end is located on the side of the stopper, a locking end is on other side of the stopper, and the pin extends through the opening in the slackened position.
