The device (3) has a projector (23) provided with LEDs, and a base (33) for attaching the device on a support e.g. wall, where the projector is connected to the base by pivotal connection (40). The connection includes a connector for connecting the projector to an electric energy source and to a control device that generates commands for management of LEDs. The connection allows transfer of electric power and commands from the base to the projector without permitting any contact, so as to allow the projector to rotate freely at an angle of 360 degrees relative to the base. The projector is provided in form of a panel, a sphere, a bar, or a cube.
