PURPOSE: A 3D location determining device and a method thereof are provided to improve the map matching accuracy of matching a map on a road having a difference of altitude with a flat road, thereby improving the accuracy of navigation. CONSTITUTION: A 3D location determining device (10) includes an electronic map storing unit (110), a map matching unit (120), an altitude measuring unit (130), an error correction unit (140), and a 3D matching unit (150). The electronic map storing unit stores an electric map including the altitude information and the 2D location information of a plurality of knots. The map matching unit sets at least one candidate road most adjacent to a current location of a vehicle confirmed by a GPS receiver or an angular speed sensor signals of the angular speed sensor. The altitude measuring unit measures the relative altitude of the vehicle corresponding to a unit of the knots by using the angular speed sensor or signals of a G sensor. The error correction unit measures the candidate roads corresponding to the current location including spots between a prior knot and knots after the current location by using an inclination of a straight line connecting the prior knot and the current location proportional to a horizontal line and the driving distance from the prior knot to the current location. The 3D matching unit selects one candidate road within a critical error range among the candidate roads, thereby matching the current location on the map.
