A wireless data network access accounting system, comprises a charging data record (COR) feed configured to obtain one or more CORs from one or more COR sources, wherein each COR comprises information identifying one or more device activities, indicates a usage amount associated with the one or more device activities, and is associated with a particular end-user device configured to send or receive data over a wireless data network; memory configured to store the one or more CORs, and one or more allocation rules configured to assist in generating a plurality of split billing records, each of the plurality of split billing records for assisting an operator of the wireless data network in billing an entity for usage of the wireless data network associated with the one or more device activities by the particular end-user device; and a rules engine configured to generate, using the one or more allocation rules and at least one of the one or more CORs, a first split billing record of the plurality of split billing records and a second split billing record of the plurality of split billing records, the first split billing record configured to assist the operator of the wireless data network in billing a first entity for at least a first portion of the usage of the wireless data network associated with the one or more device activities indicated by the at least one of the one or more CORs, the first entity being a service sponsor, the second split billing record configured to assist the operator of the wireless data network in billing a second entity for at least a second portion of the usage of the wireless data network associated with the one or more device activities indicated by the at least one of the one or more CORs, the first entity being an entity other than a user of the particular end-user device and other than the operator of the wireless data network.
