A process for distributing and enforcing policies applicable to device communications over a wireless access network and a network system are disclosed. The network system comprises a network element element corresponding to a network element destination and a service controller. The network element is configured to detect a device associated with a service processor with the device communicatively coupled to the network system over a wireless access network, and enforce a network element policy for monitored traffic from the device. The service controller is configured to provide a device service processor policy to the service processor with the device service processor policy having a device service processor service usage activity classification and having the network element destination for service usage activities determined to be included in the device service processor service usage activity classification. The device service processor policy is configured to assist the service processor in detecting a service activity. The service controller is further configured to identifying the service activity as being included in the device service processor service usage activity classification, and directing or routing traffic associated with the service activity over the wireless access network based on the network element destination, and provide, to the network element, the network element policy for monitored traffic from the device, the network element policy having a service usage charging policy, and a service usage control policy. |
