PURPOSE: A device for determining a country of origin through rule data, a method thereof, and a computer-recordable recording medium thereof are provided to efficiently perform origin determination matched with each agreement by converting origin determination standards using a specific harmonized system (HS) code into the rule data. CONSTITUTION: A rule data input unit (110) converts origin standards by HS code and nation into rule data to store the data in a rule data information database. A basic information input unit (120) receives basic information of a product for origin determination. A determination standard setting unit (130) determines a determination according to a tax number change standard of the HS code or a determination according to a value added standard in regard to an origin determination for the product. An origin determining unit (160) finally determines an origin place from a result determined through the HS code determination or the value added determination.
