The device (100) includes one or more wireless modems for enabling the end-user device (100) to communicate over at least a first wireless access network (1610). Memory within the device (100) is configured to store a first service policy to be applied when the wireless end-user device (100) communicates or attempts to communicate over the first wireless access network (1610). The first service policy is associated with a first service activity that has a data communication associated with a particular application of a plurality of applications on the wireless end-user device (100). The device (100) also includes one or more processors (115) configured to determine that a traffic flow is associated with the first service activity such that the traffic flow has one or more related data transfers or attempted data transfers. A flow tag is assigned to the traffic flow and includes a traffic flow identifier. The identifier is configured to assist in preserving the association of the traffic flow with the first service activity when the traffic flow is processed by one or more device functions that operate on the traffic flow. A first wireless access network service usage or attempted service usage associated with the flow tag is also monitored. The determining, assigning, and monitoring as stated above can occur in any order, and after determining that the traffic flow is associated with the first service activity, the first service policy is applied to the first wireless access network service usage or attempted service usage. |
