<p>The device has a core (1) moved with respect to a frame (2). An elastic unit (3) is deformed by movement of the core with respect to the frame for providing two stable forms. The elastic unit returns elastically toward the stable forms when the elastic unit is isolated to form of unstable balance so as to maintain the core in each of the stable states of the device. The elastic unit comprises a part presenting two branches, where free ends of the branches are arranged distant from each other. An independent claim is also included for a communication arrangement.</p>
