PROBLEM TO BE SOLVED: To provide a fuel cell power generation apparatus for which a safety measure against combustible gas has been adopted, and a control device and operation method thereof.SOLUTION: A fuel cell power generation apparatus control device 11 according to an embodiment includes in a package 1 a fuel cell body 8, a fuel processing device 7 for supplying fuel to the fuel cell body 8, and a combustible gas sensor 10 for detecting combustible gas present in the package 1. The fuel cell power generation apparatus control device 11 comprises: gas leakage detection means 31 which detects leakage of combustible gas on the basis of the result of detection by the combustible gas sensor 10; abnormal stoppage processing means 32 which, when leakage of combustible gas is notified by the gas leakage detection means 31, stops the system of the fuel cell power generation apparatus and places it into a restart disabled state; and restart restraint means 33 which, when an attempt is made to restart the system of the fuel cell power generation apparatus after it was placed into the restart disabled state, keeps the restart disabled state intact without ever clearing it. |
