This light-modulating panel is provided with: a substrate (10) having comb electrodes (14, 15) disposed on a solid electrode (12) with an insulating layer (13) therebetween; a substrate (20) provided with a solid electrode (22); a light-modulating layer (30) obtained by dispersing anisotropic members (32) in a medium (31); and a circuit for changing the direction in which an electric field is applied, which changes the direction of an electric field applied to the light-modulating layer (30).
