PROBLEM TO BE SOLVED: To provide a circuit board for image forming and its manufacturing method which can reinforce an insulating base material so as to prevent an occurrence of a wrinkle even if a protective layer is stuck on the circuit board on which wiring is formed.SOLUTION: The circuit board for image forming includes: an insulating base material 20 having a plurality of openings 30 through which toner 80 can pass; ring-shaped control electrodes 40 provided around the openings of a first surface of the insulating base material; individual back electrodes 50 provided around the openings of a second surface of the insulating base material; a first base material reinforcing metal layer 60 for covering an area other than the ring-shaped control electrodes of the first surface of the insulating base material without connecting with the ring-shaped control electrodes; and a second base material reinforcing metal layer 61 for covering an area other than the individual back electrodes of the second surface of the insulating base material without connecting with the individual back electrodes.
