This storage battery control device controls an assembled battery in which a plurality of secondary battery cells are connected and comprises: at least one integrated circuit for monitoring and controlling the charging/discharging of each of the secondary battery cells in the assembled battery; a bypass capacitor provided in a path connecting positive and negative side external terminals of the integrated circuit; at least one first current limit element provided in said path; and at least one first switch provided in parallel with the first current limit element and short-circuiting the first current limit element.
