When the coding-target block is a prescribed size or smaller, a motion compensated prediction unit (108) changes the derived motion information for this prescribed size or smaller coding-target block. The motion compensated prediction unit (108) generates a coding-target block prediction signal in accordance with motion compensated prediction by using the derived motion information when the coding-target block is larger than the prescribed size, and by using the changed motion information when the coding-target block is the prescribed size or smaller.
