The mobile terminal also includes a memory that stores a value of the predetermined information element as a received element value. The mobile station also includes a controller that stores the received element value in place of a previously stored element value corresponding to a previously received information element. The mobile station also includes a transmitter that transmits, to the base station, an outgoing message comprising identification information identifying the incoming message received by the receiver.
