An allocation method and device for user identity identifiers in an identity and location separation network. The method comprises: allocating an access identifier (AID) and a visible identifier (VID) for a user, saving the one-to-one correlation between the AID and the VID of the user, and returning the AID corresponding to the VID to the user when the user accesses the IP network according to the VID. The AID is a 128-bit fixed identity identifier composed of a 32-bit IPv4 address and 96-bit prefix information.
