PROBLEM TO BE SOLVED: To provide an electrolysis surface treatment apparatus which improves the problem that it is difficult to form a metal oxide having a desired thickness because the efficiency of supplying a power to a base material is reduced along with the formation of the metal oxide, in a horizontal-type electrolysis surface treatment apparatus using a roller as a structure of a power supply electrode part.SOLUTION: An electrolysis surface treatment apparatus 1 forms a metal oxide on a surface of a base material 2 in a horizontal state, and is characterized in that a brush-like power supply electrode part 15 is installed nearly parallel to the transfer direction of the base material 2 and the brush is brought into contact with a surface of the base material 2.
