An unanchored wireless base station (310B) is provided with an interface (315B) for notifying an anchored wireless base station (310A) about a delay profile between the unanchored wireless base station (310B) and a UE (10). The anchored wireless base station (310A) is provided with an interface (315A) for providing notification about a stoppage of processing for transmitting an un-decoded uplink signal via a back-haul network, the notification being provided to the unanchored wireless base station (310B) in which the delay profile provided as notification from the unanchored wireless base station (310B) does not satisfy predetermined conditions. The unanchored wireless base station (310B) is provided with an interface (315B) for stopping processing for transmitting the un-decoded uplink signal in the case that notification about stoppage of processing for transmitting the un-decoded uplink signal has been received.
