Disclosed is a method of controlling congestion in a communication system which includes a lower layer and upper layer which separately carry out congestion control specific thereto. This method comprises detecting congestion in the lower layer, making the lower layer notify the upper layer of detection of congestion and congestion control information (34, 35) pertaining to the congestion, and setting in the upper layer the output rate for one or more upper layer sessions related to the congestion on a per session basis. Also provided are a congestion control apparatus (1), a communication system, and a congestion control program. |
