The invention is provided with a simulator for simulating the operation of a system on the basis of system design information and calculating a predictive value of a service level for the system; a service level decision unit for deciding whether or not the service level predictive value has achieved a preconfigured service level objective; and a parameter set generator for generating, on the basis of the simulation result, a parameter set capable of achieving the service level objective.
