PROBLEM TO BE SOLVED: To provide a cosmetic composition having both hydrophobicity and hydrophilicity.SOLUTION: This cosmetic composition comprises an aqueous solution containing titanium complex which comprises lactic acid and lactic acid ester as ligands, and the molar ratio of the lactic acid and lactic acid ester as ligands is in a range of 2-3:1. A method for producing the cosmetic composition is also provided.
