CONSTITUTION: A heat sink body (100) has a ring-shaped cross section. A foaming element installing body (200) has a plurality of fixing grooves (232) which are regularly formed in the circumferential direction of the heat sink body. A plurality of foaming elements (600) are fixed to the fixing grooves. The foaming element installing body includes a plurality of neck members (210) and a plurality of latching members (220). The neck members protrude along the centripetal axis of the heat sink body with a preset length.
