PURPOSE: A manufacturing method of a solid matter for water-insoluble material covered with amorphous surfactant is provided to provide a solid matter for water-insoluble material covered with amorphous surfactant with the extremely high size uniformity of the insoluble material covered with amorphous surfactant by controlling the mixing ratio of the insoluble material and the surfactant to a moderate level. CONSTITUTION: A manufacturing method of a solid matter for water-insoluble material covered with amorphous surfactant comprises a step of mixing a surfactant having two or more alkyl chains (202) attached to a hydrophilic part (201) and a polar organic solvent; a step of stirring the mixture while applying heat to the mixture and improving the flexibility of the mixture; a step of mixing an insoluble material (100) into the mixture; and a step of mixing the mixture including the insoluble material by using a mixer including a mixing blade structure.
