PURPOSE: A color filter for a color display device is provided to conveniently and inexpensively colorize a monochrome electronic paper method without degrading the brightness. CONSTITUTION: A color filter has a transparent resin layer (13) consisting of a transparent resin composite including a resin solution in which a transparent is dissolved. A pigment region consists of a plurality of coloring ink containing liquid phase resin which is liquid at room temperature, solid phase resin which is solid at room temperature, coloring agent and solvent as essential ingredients. The pigment region is formed by an inkjet technology on the transparent resin. The transparent resin layer forms a pigment region by absorbing solvent of the coloring ink and liquid phase resin and is no colored or transparent.
