PROBLEM TO BE SOLVED: To provide an inexpensive heat shield rubber mat to be laid on paved surfaces of a rooftop, an outside corridor, a balcony, a veranda, etc. of a building for use, so as to relieve heat island phenomenon, while having high abrasion resistance against walking and weatherability, securing walking comfort by reducing a burden on a person's feet during the walking, and having a great heat shield effect. SOLUTION: The heat shield rubber mat is laid on the paved surfaces of the rooftop, outside corridor, balcony, veranda, etc. of the building for use. The heat shield rubber mat is molded by mixing an infrared reflection pigment, a binder and impalpable powder of a scallop shell in proper blended quantities into rubber chips obtained by crushing a rubber material.
