PURPOSE: An optical element including a polymer micro particle and a manufacturing method of the same are provided to increase optical transformation efficiency. CONSTITUTION: A base substrate (50) includes an element area and a surrounding area surrounding the element area. The base substrate includes bonding pads (71,72) in the element area. A housing (80) having a cavity (80a) is arranged in the surrounding area of the base substrate. A part of the bonding pads is exposed within the cavity. The base substrate and the housing are integrated and are not separated from each other. A light emitting diode chip (C) is arranged in one bonding pad (71) of the bonding pads exposed within the cavity.
