PURPOSE: An apparatus for advertisement using phosphorescent matter and a manufacturing method thereof improve the quality of phosphorescent matter and can be utilized in an advertisement or a sign of low power driving. CONSTITUTION: The apparatus for advertisement using phosphorescent matter comprises a mold (10), a display unit (20), and a light source. The mold engraves a design part. The display unit is located in the inside of the design part, and phosphorescent matter powder contains liquid resin or resin hardener and is hardened and molded. The light source is located in the back-end of the display unit, and supplies light energy to the phosphorescent matter. The phosphorescent matter powder, the liquid resin, and the resin hardener are mixed to the weight ratio of 0.5-4:2:1.
