PURPOSE: An apparatus for promoting a growth expression factor of a follicular cell is provided to expose human dermal papilla cells to SAR so that a growth expression factor of a cell promotes the growth and the regeneration of the hair including IGF1. CONSTITUTION: An apparatus for promoting a growth expression factor of a follicular cell comprises a super high frequency output unit(22) and a control unit(40). The control unit controls the super high frequency output unit. The super high frequency output unit projects high frequency wave to the follicular cell of the head to induce a growth expression factor. The super high frequency output unit is formed in at least a housing which is hemispheric and covers the head or a housing which is open to project high frequency wave to a certain area.
