PROBLEM TO BE SOLVED: To perform safe operation of information while managing the information in a user terminal. SOLUTION: The user terminal 10 connects a download-only application 11a to a server 20 to perform a download request. The server 20 controls, when the download request is received from the download-only application 11a, to permit download of information to be downloaded. The user terminal 10 downloads the permitted information using the application 11a. Thereafter, the user terminal 10 determines, when access to the download information is received from an application 11, whether the access to the information of the application 11 is permitted or not.
