PROBLEM TO BE SOLVED: To provide a wet image forming apparatus and wet image forming method, which make it possible to efficiently perform cleaning even in a case of using a liquid developer in which resin is dissolved in a carrier liquid. SOLUTION: In the wet image forming apparatus that develops an electrostatic latent image on the surface of a photoreceptor drum by using a liquid developer, the liquid developer contains at least pigment, resin, and non-volatile carrier liquids of two or more types. Of the carrier liquids of the two or more types, at least the carrier liquid of the one type is different from the carrier liquid of the other types in solubility. The resin is present in the carrier liquid by being dissolved in it. The wet image forming apparatus comprises: means for supplying carrier liquid having the resin whose solubility is highest among the carrier liquids of the two or more types to a residual liquid developer on a developer carrier after development; recovering means for recovering the residual liquid developer after that; and means for supplying remaining carrier liquid after the recovery.
