PURPOSE: An off-line transaction payment system, a method, and a device thereof are provided to perform a payment of an off-line transaction safely without a credit card by performing a transaction on an off-line by using a one-time password (OTP) on an on-line and by registering the credit card used for an offline payment. CONSTITUTION: An off-line transaction payment system, a method, and a device thereof comprise the following steps: a terminal (100) requests an electronic payment; the terminal generates a one-time password (OTP) by using an electronic payment application; the terminal requests a payment authentication by a transmission of the OTP; an electronic payment service device (200) receives the OTP from the electronic payment application; and the electronic payment service device transmits an electronic payment of a transaction generated on a off-line by using the received OTP.
