PURPOSE: A method and apparatus for managing RRC(Radio Resource Control) states are provided to manage the RRC(Radio Resource Control) states according to characteristics of an RR(Radio Resource). CONSTITUTION: When a type of an application is a dialogue type, a control unit of an RNC(Radio Network Controller) increases a traffic inactivation timer and reduces a threshold value of a traffic volume according to setup(S107,S109). When the type of the application is a background type, the control unit reduces a traffic inactivation timer and increases the threshold value of the traffic volume according to the setup(S111). A state control unit of the RNC transfers RRC states(S113). |
