PURPOSE: A monitoring image processing device and a method thereof are provided to use a panorama image generated by a short time exposure image using the photography time of the determined short time exposure image, thereby solving the background difference between the short time exposure image and a long time exposure image and obtaining the high definition monitoring image. CONSTITUTION: A camera unit (200) takes a picture of an image having a first exposure time and an image having a second exposure time. If an input for the confirmation of an image of a specific time slot is received, a user control system (400) searches a background of an image having the second exposure time which matches with a background of the image having the first exposure time corresponding to the inputted specific time slot. The user control system outputs a display signal by the synthesis of the image having searched second exposure time and the image having the first exposure time.
