PURPOSE: A production method of a selective oxidation catalyst converting ammonia into nitrogen, and a selectively oxidizing method of ammonia using the same is provided to offer excellent selectivity to nitrogen and ammonia elimination efficiency by dipping cerium in a titania carrier. CONSTITUTION: A selective oxidation catalyst oxidizing ammonia into nitrogen is formed of a non-precious metal catalyst and contains 1-50 parts by weight of cerium dipped in 100 parts by weight of titania carrier. The selective oxidation catalyst additionally contains 0.1-5 parts by weight of vanadium dipped in 100 parts by weight of the titania carrier. A production method of the selective oxidation catalyst comprises a step of successively dipping, drying, and plasticizing a cerium precursor into the titania carrier.
