PURPOSE: A charging control circuit and a battery device thereof are provided to prevent the occurrence of uncharged battery by using a cell balance method. CONSTITUTION: Secondary batteries are connected from each other in serial. The secondary battery comprises three cells (C1, C2, C3). A voltage subtraction and converting circuit includes four registers (R) and a calculation amplifier (11). An offset voltage summing circuit includes four registers (R1) and another calculation amplifier (14). The offset voltage summing circuit includes the voltage source of the offset voltage.
