PURPOSE: A memory controller and a memory access scheduling method thereof are provided to reduce overall memory access standby time, by processing memory access request having small deadline preferentially. CONSTITUTION: A scheduler (212) determines processing sequence according to target memory kind, access type of memory access request or dependency among the memory access requests received in a first transaction Q (211-1) about a first memory and a second transaction Q (211-2) about a second memory. If the number of write requests among total memory access requests received in the second transaction queue is below a fixed rate, the scheduler performs scheduling so that the read request is processed earlier than the write request. If the number of the write request exceeds a fixed rate, the scheduler performs scheduling so that the write request is processed earlier than the read request.
