PURPOSE: A device and a method for tracking objects are provided to stably track an object in an image regardless of the fast and irregular movement of a photographing device. CONSTITUTION: A movement estimator (110) obtains a local affine movement parameter for indicating the movement variations of a photographing device from a current image frame and a previous image frame which is ahead of the current image frame on the inputted image and estimates a movement model matrix which comprises the local affine movement parameter. An object predictor (130) predicts the position of an object on the current image frame through an object state prediction model and corrects the predicted position of the object using the movement model matrix. An object tracking unit (150) tracks the object on the current image frame based on the corrected position of the object.
