PURPOSE: A data and interface generating device and method which are for LTE metering equipment using YAML are provided to easily produce a layer1 module, layer 2 module and layer 3 module which are mounted in metering equipment for a mobile communication terminal, a base station or an emulator. CONSTITUTION: Data and interface generating device for LTE metering equipment comprises an input part (10), an output part (120) and a conversion part (130). The input part receives a first data set for layer1, a second data set for layer2, a third data set for layer 3, a first interface between the layer1 and the layer2 and a second interface between layer2 and layer3. The input part receives a third interface for communications between two modules among a PDCP module of the Layer2, an RLC module and an MAC module. The conversion part converts the first interface, the second interface, the third interface, the first data set for layer1, the second data set for layer2 and the third data set for layer3 into the script of a YAML format.
