PURPOSE: A light emitting device package and a light emitting module are provided to improve the light extraction efficiency of the light emitting device package by including a light emitting device and a fluorescent layer which is separated from the light emitting device. CONSTITUTION: A body (211) has a cavity (212). A plurality of lead frames (215,217) are arranged in the cavity. A light emitting device (100) is arranged on the lead frames. A plurality of adhesive members (221,222) are arranged between the light emitting device and the lead frames. A light transmissive resin layer (21) is arranged in the cavity. A fluorescent layer (22) is arranged on the light transmissive resin layer and the light emitting device.
