PURPOSE: A high way office return way management system and a management method thereof are provided to smoothly induce a return of a vehicle with a high-pass and a vehicle with a toll road ticket by installing a U-turn processing terminal and a switch. CONSTITUTION: A rightful turn processing terminal (10) records exit information about an e-card to approve rightful turn processing in order to offset entry information of the e-card inserted into a high-pass terminal (8) of a vehicle with high-pass (4) entering a ramp for turn (3-1). A turn road operating server (30) registers rightful turn processing approval result data of the e-card transmitted from the rightful turn processing terminal in a database and manages it. A toll road ticket collector (23) opens the ramp in response to a control signal of the rightful turn processing terminal and collects a toll road ticket (9) from a vehicle (5) receiving the toll road ticket from a toll road ticket machine (7).
