PURPOSE: A method for simultaneously transmitting heterogeneous network-based data and an apparatus applied to the same are provided to determine whether data is transmitted to a corresponding network or not according to an abnormality decision by confirming an uplink state about the corresponding access network based on a reception state of an operation verification message. CONSTITUTION: A transmission controller (420) confirms a reception of an operation verification message for confirming a network state of a specific access network which is transmitted from a receiver through the specific access network among two or more access networks. The transmission controller controls a communication unit (410) in order to deliver a response message which corresponds to the received operation verification message to the receiver. The transmission controller confirms the network state of the specific access network which is determined based on at least one of the transmission state of the operation verification message in the receiver and the reception state of the response message.
